VCS parking charge at Bristol Airport received

I have been given a parking charge of £170 (with no chance to appeal because for some reason, the original charge went to my old address) so this is now too late in the day to appeal according to the debt collector. I have read though that VCS can't enforce these charges because they can't hold a registered keeper liable for any alleged contravention on land that is under statutory control. As long as I don't disclose who the driver is, is this true? Is it worth persuing and appealing?! I have received the notice more than two months after it was issued, isn't that a bit late on their account (even if it has been forwarded to my current address)?
I only stopped for a minute because the parking signs are a nightmare at Bristol Airport and we were checking the satnav, I was careful not to be in the way of any other cars and it was dark so didn't see any signs! £170 is shocking. Grateful for any advice please, thank you.

Chances are your V5C is not up-to-date with your current address. Deal with that first then send a data rectification notice to the DPO of VCS informing them of your correct address for service (as keeper). Read some other VCS threads particularly concerning Bristol airport.1

on 08/06/25 I went to Bristol Airport, in the evening, to collect 2 friends. On arriving at the car park barrier to pay for parking my car developed a mechanical problem which resulted in the engine running but without the ability to make forward motion. After switching my car on and off a few times, I finally managed to move through the barrier, turning left to the slight incline to the small roundabout. I then once again lost power and had no forward motion, in fact after switching the engine off & on again I actually rolled backwards. My car is an automatic Mercedes E220 Diesel Estate!!! Automatic do not roll backward when in drive!!! They have said that they have me going backwards!!!! After some minutes I eventually managed to coax the car around the roundabout making my way to the exit! Once again my car lost power and I pulled over in front of a gate at which point one of the airport parking staff stopped next to me to ask why I had stopped. Having explained my predicament to him he suggested that I crossed over the road, if I could, to a no parking area, which I did managed to crawl over to.
After some minutes of switching the engine on and off I eventually managed to gain enough forward motion to be able to exit the airport boundaries! Once outside the perimeter I managed to crawl up the road, stopping a number of times before managing turning off the main road, as I was causing a traffic issue. Once on the side road I tried to no avail for some 30 minutes to try and coax the car to engage the engine so I could return home to Salisbury. With much cursing and swearing I eventually rang the AA to come and sort things out for me. While on the line I kept trying to get the revs to build up on the engine so that I could move forward. All of a sudden the throttle started to function again and once I engaged drive I was suddenly moving. I hung up on the AA call and set off to Salisbury. We managed to negotiate the entire trip at 50 mph and just under 2500 revs.
Subsequently when my car was in the garage it was found that a number of emission sensors had failed, pipes were chocked up and the flybywire accelerator peddle had all failed, so that the engine wasn't receiving the message to move!! The cost of the repairs was some £3500. I explained all of this to the powers that be but they reject my explanation out of hand. The appeal process was a farce. A full explanation of what happened accompanied by the bill for the repairs was also rejected. Now I have dcbl recovery team chasing me for £170!!
Any suggestions who I should engage with over this?0 -
@Rigi1959 you need to start your own thread please, but in short ignore DCBL completely. Wait for a Letter of Claim from DCB Legal or VCS direct (it might even be ELMS Legal).Always remember to abide by Space Corps Directive 39436175880932/B:
