    yes, got a letter (one of probably 100 we've received) which says it is ECO4 

    There seems to be a lot of speculative ECO4 firms out there, trying to get a share of the work and funding that's available under the scheme.
    If you want to take up the ECO4 offer, you could try applying for it via your energy supplier. You're slightly more likely to get a competent installer for whatever package of upgrades they offer, and will have someone to complain to if it goes wrong.
