Hi, I’m just seeking some help about how to go about a PCN I’ve received from Have a Nice Car Park. It’s a £100 charge for an 11 minute stay in a car park without valid pay and display.
I’ve read the Newbies thread and have looked at the ‘One Size Fits All’ template, I’m unsure what edits (if any) to make before sending the appeal. Also, it’s not obvious who the landowner is to complain to, according to another thread about this car park on MSE and some articles from late 2024, the car park doesn’t have planning permission. They applied retroactively and were denied, it’s unclear if they have since appealed the decision and were successful though.
A development company supposedly extended planning time in 2022 for 3 years to build flats on the land but I’m uncertain if that counts.
Any guidance would be greatly appreciated (:

I suggest you find an alternative web-hosting site that doesn't require any actions in order to view the image.
Ways to find the landowner are regularly provided by poster Umkomaas, but at this stage there is no point in paying the land registry.
SOME IDEAS ON DETERMINING WHO OWNS THE LAND:1. Google searches2. If a retail park, check on any signage which lists the on-site outlets3. Ask retailers on the site if there is a managing agent4. Ask retailers on the site to whom do they pay rent5. Contact the local authority and ask who pays the non-domestic/business rate for the car park (some councils have a spreadsheet on their website)6. Contact the local Valuation Office and ask if they know. They often have a website which might provide the information7. Contact The Land Registry and for around £3 they should be able to provide definitive detail8. If you haven't already done so, give us the name of the car park/site/location, we may have seen other cases there.
If you can't identify the landowner, then appeal using the one size fits all template, sent from the keeper without identifying the driver.
Do complain to your MP about this especially if you are sure no planning permission has been approved. Also check to see if advertising consent has been granted for signs at the site. Not having consent is a criminal offence. Make sure your MP is aware of this as well.
You should make both complaints to the council. I suspect your council as cash strapped as most others, so councillors should be issuing fines to law breakers to supplement the public's coffers.

I found the valuation for the property of where the car park is located and sent various emails using the advice above to try and confirm who the landowner is, if they have planning permission, and if they have advertising consent for signs.

I’m currently waiting on an appeal decision but thought I would provide a small update to this thread for anyone who receives a PCN from this particular car park in the near future. Hopefully having this information readily available will prevent others from having to scrounge for it like I did (:
- Have a Nice Car Park LTD pay the non-domestic/business rate for the site.
- Parkit Management retroactively applied for planning permission after building the car park in January 2024. They were originally denied but appealed the decision and on the 4th March 2025 it was decided that the car park can remain, although it must cease operation on or within 12 months from that date.
This information was gathered from emailing the relevant departments of my local council.1
