Something doesn't add up, a city and guilds level 3 is just a qualification it should not effect him doing a level 3 apprenticeship.

I have apprentices working for me who already hold multiple level 3 City & guilds qualifications but are still working towards a level 3 apprenticeship (electrical engineering)
It's in the criteria apparently,  TFL are the same,  your not meant to have studied anything level 3,  even if you failed it.    It makes no sense to me, or him. the city and guilds level 3 is a basic prep course,  it would stand you in good stead for this sort of career.

He worked so hard in GCSEs to get good marks , did his Duke of edinborough and got distinction in college,  all to be told sorry you studied just a bit too hard.

it's not a 'basic prep course'

which qualification does he actually hold  ?

Think it's this one,  they told him at the college that he wouldn't be allowed to do level 2 as his grades were too good.   The tutor left half way through and he still managed good grades.   He couldn't just go and work on a railway with this qualification,  the work he did was basic principles.

    It's extremely frustrating

The suggestion of contacting companies that work for Network Rail is a good idea.  Look at their web sites, the careers pages.  There will be more choice of ways into the industry.

If he leaves this off for other level 3 roles is there any way they can find out plus we have to try and come up with what he has been doing since leaving college, instead of the course.

Seriously bad idea, although understandable you've had the thought. 'They' will find out the moment someone has to supply a reference for him, or apply for apprenticeship funding, etc. Suggesting that he weaves a tangle of lies about what he's been doing since leaving college is another sure fire way to find out, because sooner or later...
Googling on your question might have been both quicker and easier, if you're only after simple facts rather than opinions!

Thank you for all your advice so far,   so we've hit a brick wall in terms of level 3 so looking at level 6.

Is his level 3 city and guilds equivalent to this

    • EAL Technical Extended Diploma in Engineering Technologies, D, including Further Engineering Mathematics, and other options relevant to Electrical, Mechanical or Civil Engineering
He has the right grades for gcse and there are two options for this which he would have to decide.   Or does he need to get something else to apply for this.   His other option was tfl level 4 vehicle  apprenticeship but it's not the field he wants to be in

I'd ask C&G if it's not clear from their website, or ask the organisation offering the EAL. I have no idea if https://www.gov.uk/what-different-qualification-levels-mean/list-of-qualification-levels is any help - it doesn't help me very much!

I still think there may be some confusion, did he complete a qualification at college or similar or an apprenticeship with an employer?

There is no limit to the number of level 3 qualifications that can be held but apprenticeship funding can only be used once for a level 3 but from what you have written I am not sure if he has an apprenticeship

Balfour Beatty VINCI are building HS2 and have vacancies for 20 apprenticeships, closing date 25 March 2025. I have no idea if he is qualified for these apprenticeships nor of course if he is interested but the company is well worth a look as they operate worldwide I believe.

The opportunities include trainee roles in civil engineering, commercial, health and safety, environment and business administration.

Maybe they have vacancies for people who already have level 3 engineering as well as those apprenticeships.

he hasn't done any apprenticeships,  just a one year course in a city and guilds engineering,  with 6 levels with 6 weeks learning in each.   This one year course apparently disqualifies him from TFL and network rail
