Cleaning company trying to charge me full amount for clean I rescheduled

The company may* be entitled to say if you want another booking you have to pay for the first but OP is not obligated to agree, they are free to decline and the cleaning company is also free to decline a second booking should they wish.
Company says, "If you want us to do X, you must pay us £X plus £Z."
OP can either say no thanks, in which case nothing happens.
Or they can say OK, in which case, after the company has done X, the OP is contractually obliged to pay £X + £Z. Whether £Z is the alleged cost of a previous cancelled visit or deemed a penalty for cancellation or the price of butter on the Moon matters not one jot. The customer agreed to it, it's contractual, they are obliged to pay, end of story.
