Possibly difficult to answer but, from what the OP is saying about the M-I-L, is the lady competent to make her own financial decisions. The OP having power of attorney would suggest not.0

You can get call blocker devices, that rejects or screens calls from numbers not pre-approved. It may be worth investing in one. Trading Standards teams in some areas will issue them where there is a pattern like this, so contact your MIL's local authority in the first instance and if they can't help, buy one yourself.0
