She paid for two hours but had parked for 2hr 25.

There was a 20 min discrepancy.

It's paid at departure but I think you might be inferring something...

We were thinking of the well-publicised (two weeks ago) news about the change to the unfair '5 minute rule'.

Did she just underestimate her time of arrival? If so, no template appeal: offer what you see succeeded in other Carflow threads.
