Building claim cash settlement

I am negotiating a cash settlement after extensive ground water flooding.
A Quantity Surveyor has drawn up a costed schedule of works which includes contractors preliminary costs.
The loss adjuster says the insurer won’t pay this and has removed it from the cash settlement figure, reducing it considerably. Is this correct? Appreciate any help. Thanks
