Octopus 7 : Switch to fixed : Catch up payments

Existing Octopus customer, looking to fix with Octopus .....
The new tariff is co-incidentally the same price as my existing (variable rate) price
which already includes £24.65 catch up payments and I am some £350 in credit

They then offer 2 options but both indicate I need to pay these catch up payments on top of the £161 but that currently already includes £24.65

Can someone please explain why they are now on top of the rate which previously already incudes it
