Congestion Charge Appeal - Do you still receive the discount?

A friend of mine has recently got a fine for not paying the congestion charge after visiting Great Ormond Street.
They didn't pay because they very recently got a new car and their previous one was exempt so it just occur to them.
They've accepted that they'll likely have to pay but will be submitted some written reps to TFL in hopes of finding some goodwill.
My question is, if they were to hold off submitting their reps in a similar way to PCN appeals, would they get a further 14 days to pay the fine at a 50% discount?
Currently, it's £90 until day 14, £180 until day 28 and then £270 thereafter.

As this isn't about private parking, my recommendation is that you post the query over on the FTLA parking forum website in the appropriate section, after reading their posting requirements first
