Islington Council PCN Borderline Fraud!

Hello,
Again I find myself seeking the help and advice of the forum in regard to an incorrectly issued PCN.
Basically I had Valid/Correctly marked parking vouchers displayed in the drivers window on the kerbside and STILL got a parking ticket stating I had not displayed a valid parking voucher!!!
I challenged the PCN and sent in my pics and explained the situation and viewed their evidence so I explained that the parking vouchers are actually visible in their own evidence even though it appears the ticket warden tried his best to gather the photo evidence needed craftily and did his best to get the shot with out getting the vouchers in the shot (You can still see them in the window edge of photo).
They have replied today and rejected the challenge.
The letter states in order to appeal further I must wait for a Notice to owner but I'm doubtful they will actually investigate this properly, so I'm asking will I have to pay the full charge as I need to wait 28days for this NTO and even though the ticket has been issued incorrectly even with photo evidence to show its incorrect they will just ignore it. what and how likely am I to succeed in getting this injustice corrected as it seems like a “fox guarding the henhouse” scenario?
