Boiler on Balcony in Uninsulated Closet – Is This a Concern?

I visited a flat over the weekend and have a few questions about the setup. The boiler and cylinder are positioned on the balcony, inside a small closet with a wooden door.
The closet doesn’t appear to be insulated; could this cause any issues with efficiency or safety?
Also, I noticed some tape around the pipes. Is this standard, or should I be concerned?
Any insights would be really helpful; thanks in advance!

The cupboard doesn't need to be insulated for that cylinder. It is shielded from the cold winds at height which you might expect outside an upper floor flat. The pipework should be insulated and that looks to be OK (the insulation is what you refer to as 'some tape around the pipes').
The space around the cylinder doesn't appear to be compliant, there should be at least 250 clearance on each side
I don't know how critical that is.1 -
A shame it is all outside. The boiler will be losing ~6% through the case, and the DHW cylinder will have a typical loss of 2kWh per day. If both the tank & cylinder were inside, this wasted heat could be keeping the flat warm.Side note - I spot a thermostat on the side wall of the cupboard - I hope this isn't being used to control the temperature inside the flatAny language construct that forces such insanity in this case should be abandoned without regrets. –
