Windows 11 Security version - Task Host window not allowing shutting down

My partner's laptop won't shutdown without getting a message saying the Task Host is still running. There are no apps open when she tries to shut down. She has to force the shutdown.
The laptop is running Window 11 (security version) with automatic updates enabled.
The machine is about 2 years old but this problem has only started in the last week or so.
I had a similar problem on my desktop running Windows 11 Home and solved it by running Windows Security in offline mode. But, Windows S does not allow you to manually run the Security app.
Any suggestions?

Turn off Windows "S" Mode - it's not doing much other than restricting access to non-Windows Store apps (like Chrome).0

Have you seen a solution using ChatGPT?

I just did a ChatGPT search, and it came up with nothing different to a straight Google search.
1. Ensure all updates are installed - they are
2. Check for running apps - nothing running
3. Perform a System File Check - can't run CMD in S mode
4. Check for Device Driver Issues - checked no obvious issues
5. Disable Fast Startup - made no difference
6. Reset or Reinstall Windows 11 - not going to happen at this time
7. Switch out of S Mode (if desired) - as i said before not going to happen

Same thing with my 2 year old Dell laptop, but after a week it stopped happening and shuts down normally again.Mr Generous - Landlord for more than 10 years. Generous? - Possibly but sarcastic more likely.1
