    If it was possible to make that change surely the current owners would have done so. (And might be viewing...).

    Presumably its price also takes into consideration the restriction?

    I'd have thought the vendors would have sought to have the restriction lifted before marketing it, to allow the property to achieve a higher price and/or make it attractive for a larger number of buyers - making it easier to sell.

    How are you funding the purchase? If a (standard residential) mortgage then your only options are to get the consent first or walk away.
