    At which point I was quite fed up and offered £70 to be done with the ordeal and they accepted
    Actually I think that's perfectly understandable and a win for someone who is on sabbatical abroad and there's no way you wanted a hearing or further hassle.

    This claim cost them a £35 fee, so they made £35 from you which in terms even of the time taken on the mediation call is a loss for them.

    I doubt the PPC gets a penny of it because I think it looks like DCB Legal might be effectively 'buying' DVLA data in bulk, by perhaps promising a % return, like a 'debt factor'. If so, that breaches KADOE.

    I could be wrong.

    But if I'm right, then the MHCLG must ban 'CFA lite' arrangements or similar and require that each PPC - who are the data controllers according to the DVLA - remains in charge per case even when litigating.
