Sainsbury- Euro Park - Driver known

Hi everyone,
I'm really sorry if this has been addressed - please kindly point me to the right bit to read up.
An alleged overstay at Sainsbury on 12/06/24
The registered keeper received a final notice on 22/08/24 from Debt recovery Plus for a stay in Sainsburys. They forwarded it to the driver. The driver emailed DRP to say PCN never received and provided their name and address. They replied saying they have forwarded this info to Euro parks. The driver has now received a notice to keeper PCN sent in their name and address. (18/02/2025).
Does the driver have any points of appeal as the drivers name and address is known? They did have a blue badge as one of the children in the car was a blue badge holder but they did park at Sainsburys to go elsewhere thinking they have 2 hour free parking. It was actually 90 minutes free parking.
Any advice would be appreciated. Thank you.

Are your initials MKA? If so, you have clearly displayed your full name in that DRP letter you have shown us.
You have also shown the world the vehicle's registration mark at least four times.3 -

Well you can ignore Debt recovery Plus as they can't do diddly squat, but the interesting thing is that they have re-issued the NTK with a more recent date, even after you telling them the driver's details.I wonder if you just did a POPLA appeal stating the NTK was out of time they might not tie the loose ends up, and POPLA would have to accept it.You certainly don't mention leaving to go elsewhere, @Coupon-mad might have a view on this.2

Driver appeals with a copy of the passenger's Blue Badge and DOES NOT SAY they went elsewhere.
The driver points out that a fixed time limit breaches the Equality Act 2010 and ECP must make a 'reasonable adjustment' of time in thus case and cancel the PCN, especially given that the disabled passenger was a child who takes much longer to go about daily life due to (challenging behaviour? Slow or painful mobility? Walking aids or wheelchair takes time to set up and fold away...?).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
