final notification letter -euro car parks Morrisons Belper

Hi I am asking for your help once again, this time its on behalf of an 84 year house bound relative (due to Ill health). i'll try to make this as clear as possible. He had a car which has not really been used much in the last 18 months (less than 450 miles) Mot enquiries online prove this. Only used for hospital visits with other people driving the car to take him to the hospital. So once he had come to terms with the fact he would no longer be driving it. He sold the car on Saturday 7th December 2024. on 15th December he was then admitted as an emergency back into hospital and was finally allowed back home on 8/1/25.
on 20/1/25. A final notification letter was received from Euro Car parks for the car overstaying in his local Morrisons by 26 minutes on 7th December the day he sold the vehicle.
As i made several visits to his home to check post etc when he was in hospital i know there was never a first PCN issued. I live in a different part of the country to him so on the days when i checked there was very little post at his home.
I need to point out that there is another village in close proximity to his, that has exactly the same address, obviously different village name and post code. so post has been mixed up several times including deliveries parcels etc. over the years.
I wrote to euro parks explaining all the above events and they sent a standard appeal declined letter, basically not bothering to look into the details of what I had explained. they then gave details of how to apply to Popla or pay up. which he wanted to do to make it go away, but i don't feel he ought to.
I have since had many emails back and forth with them trying to get them to understand that this happened the day the car was sold. however it appears DVLA records hadn't been changed by 11th when they asked for owners details. Not surprising really as it was a weekend and the paperwork had to be posted. I also confirm that the new owner posted the paperwork as my relative house bound.
after many emails Euro car parks state unless he gives new owners details (Which he never wrote down) or provides a bill of sale(he didn't sell to a garage it was private cash sale) they will continue to hold him accountable. even though I've explained his vulnerability to them.
I've spoken to DVLA who were very helpful and as i was not the owner were limited what they tell me, however they explained how i could request a SAR's on his behalf.
This has now been received but it states on there that the transfer date was 9th December the Monday. I cant explain why this is, however it could be a typo or maybe the date the new owner put if they posted it on the Monday. So I've sent this to Euro Car parks and they still insist he was the owner.
What do I do please?
I've asked them twice for proof they posted the first notice and also any photos from the ANPR at the supermarket. they seem to totally ignore my request. I am assuming any photos would have and image of the driver? I'm hoping this would then prove its not an 84 year man.
Do i fill in appeal to Popla on his behalf or do I let him pay. He's worrying about this and i feel its just harassment on their part. I've 28 days from 5th February to appeal to Popla on his behalf.

I cannot see a popla appeal working in his favour
He should complain direct to Morrissons customer service, or CEO if necessary, and to his local MP as well as the store, ASAP , ( with you assisting him )1 -
Morrisons are the best of the big beast supermarkets for cancelling PCNs. Either visit the store and speak to the manager, or (as you state you live away from the area) complete the online enquiry (complaint!) form.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Thank you, I have been on to them this morning,
I had to go via a central customer services team, but they are now dealing with the store for me. They most definitely were a lot more understanding and have requested all the details to forward to the store manager. Here's hoping someone actually understands.4 -
