bank refusing cash withdraw

My bank decide they now require an actual invoice for the funds that I wish t withdraw.  this cannot be right, provide right ID, order in advance  as requested.. this must be over reach its a bank policy not fcc regulation thus they surely cannot enforce it

    An "invoice" from whom? Is this a fraud concern?

    I assumed the OP meant FCA. 

    Anyway, although this isn’t a consumer rights issue, the default position is that a bank has a duty to obey a customers valid instruction. 

    However, it also has other duties such as AML, Consunet Duty, best interest rule and that it must act to protect the consumer. 

    There isn’t enough information to say whether the bank is or isn’t correct.

    the amount was 5k, the bank royal bank of Scotland but via a NatWest branch. I ordered the money and had valid ID. the demanding an invoice for what I was using the money for.  yes Typo FCA not fcc

    the bank advised they protecting me in case i been pressured in to this, note i am 45 year old heavy set man.
