Help! Last Day! I don't think I've received an NTK - can anyone help? Should I do a Popla Appeal?

My car received a windscreen PCN from Euro Car Parks in December 2024 in the car park of Lidl for not being parked within a marked bay.

I appealed to the store and the CEO but was informed they could not do anything as they didn't own the car park. I argued that but got nowhere.

After three and a half weeks I appealed to ECP and on the 24th January I received a letter the meat of which is below.

I am unsure about the NTK though - I've never received one. In the letter below it mentions the NTK and states (this serves as your Parking Charge Notice PCN). Are they saying the windscreen PCN is my NTK? Is this true. Should I appeal to Popla? I've just realised this is my last day to appeal!!!! Aargh!

• Please find photographic evidence attached.

• It is clearly stated on the signage that all vehicles must park within a marked bay. Your

vehicle was not parked in a marked bay.

• The spaces provided are for the use of one vehicle in one bay. By not parking in a marked

bay causes inconvenience to other users of the car park and restricts the amount of available

spaces for other drivers.

• The Parking Charge Notice was issued correctly and remains payable.

• Euro Car Parks do not need to provide evidence of who was driving the vehicle, it is the

registered keeper’s responsibility to provide a serviceable address of the driver, within 28

days of the Notice to Keeper NTK (this serves as your Parking Charge Notice PCN).

• If the full amount remains unpaid, under Schedule 4 of the Protection of Freedoms Act 2012

(‘the Act’), Euro Car Parks have the right subject of the Act to recover from the keeper of the

vehicle at the time it was parked so much of that amount which remains unpaid.

• If you were not the driver, please provide the full details of the driver of the vehicle at the time

the parking charge notice was issued (full name and serviceable address) to

COL@eurocarparks.com.

• Should you provide an incorrect address for service, we will pursue you for any parking

charge amount that remains unpaid. Should you identify someone who denies the
