Buyer Protection fee and refunds?

I've just done my first refund since the buyer protection fee was introduced. 

Previously (before the free selling) the refund process showed the amount I refunded plus the amount of fees refunded by ebay.
Now neither the refund pages or the confirmation emails show anything but the amount I refunded.
Does the buyer not get the protection fee refunded by ebay? or is it just not shown to me?

I'd expect they would receive a refund, as it's not ebay buyer protection who are refunding the item cost, you are. It's not like they're insuring against you failing to pay up.
Also I don't see the buyer getting a breakdown of how much they're being charged for buyer protection before they purchase, it's bundled into the item price.
