Factor company in Scotland

So they are refusing to do repairs fences paint spillage and tree stumps being left. £700 to remove a stump but they ask all residents as it works out £15 per house. In the past they just got on and done repairs so I went to my local councillor. How to I report the factor company for not doing there job? I am sure residents can make counter quotes on things and also a bit of bleach may get rid of the paint spillage so what can I do?

So I left factor company a bad review. Noticed others done same and attached photos so I done same. May make relations worse but they don’t seem to be fixing things right now anyway?
