is this rising damp? pretty much a new build post 1980 so bit confused, dodgy pipe? tiling

Solution - get more quotes!
But make sure each one actually looks at the area, and can point out what the cause is.
Yes, there's a sheet - 'felt', underlay, membrane - under the tiles, and that acts as a secondary barrier to failed tiles and stuff. It also helps guard against air pressure lift against the tiles.
But, it ain't essential. The outer roof covering - slates or tiles - do the weatherproofing bit, so a failed membrane should not let water through.
I'd want photographic evidence of the cause, before handing over the contract.
If that is the cause, I'd at least want solid trays along there, under the felt.
But, evidence still required.0 -
I had another quote, this time the gentleman got his ladder and went up
he took a few videos and showed me, he said a tile was out of place and he put it back in
he also said the lining is rotted and crumbling and showed me a clip of him using his finger to take bits out. he said water is getting in through there
he said he would need to cement/seal both sides of the lining again and he quoted £350.00
the fact this roofer went had a look and took a few videos and showed me did give me confidence over others.3 -
A misplaced tile will clearly let water through, and if the membrane underneath is tatty, that second protection could also fail. That all makes sense.
Not sure what 'cementing' of the 'lining' means, tho'.

Do you know where the roof titles meet the apex section, there is a like a ‘cement line’ seal in a straight line , and there are smaller titles between this and another ‘cement line ‘ which leads to the apex triangle section of my roof
he was saying that needs re-doing as it’s rotten and crumbling and water is likely getting through there too
I will have to take picture tomorow and post and hopefully it will make sense
