National Highways - Rejecting Liability

At the end of November 2024, a large tree fell within National Highways land, which is behind my property, causing damage to my property. I submitted a ‘red claim’ which is the process when claiming against the national highways. Yesterday i received a letter saying that they accept the tree is within their grounds of responsibility, but due to a number of factors they cannot accept liability for the damage caused. I have attached the letter and would appreciate and guidance on the matter.

Likely they have not been negligent from the looks of it. You will need to claim against your own home insurance.0
