Vat paid - international sale

I've had a buyer ask me to add express shipping to one of my listings (as the gsp program can take a while for delivery)

Buyer has paid for the item and I'm just about to send it.

On the sales page it shows
"Vat Paid: IOSS 123456ABC"

I can see the buyer has paid £30 in vat to ebay.

I've tried booking the parcel with both parcel force and ups but I cannot see anywhere to enter this IOSS number on either of those?

I'd think I would need to put this information in somewhere so the buyer doesn't have to pay vat again on import but no idea how to do that?

    Which country are you sending the parcel to? 

    On the basis its IOSS that would suggest its somewhere in the EU, Parcelforce's website states you must use their EuroSaver or EuroPriority for IOSS but thats available via the Parceforce.Net business platform not their consumer facing website. 

    If you speak to their live chat they can create a quote and when you get to the Customs Details right at the bottom is the space to put the IOSS number in. 

    Dont know UPS as well, but much cheaper probably, but it may be a similar problem
