Parkingeye Llandough hospital double dipping

I received an NtK issued 21/12/2024 claiming my car was in drop off car park for over 2 hours on 11/12/2024. Car was driven past the drop off on the way to a car park with 4 hours free parking. Similarly it was driven past drop off on way out of hospital but was never parked in the drop off.
My wife appealed as other - patient on 03/01/2025, and appeal rejected on 24/01/2025 by email (to her) and POPLA code 606023xxxx issued. The POPLA code would appear to have been issued the day before the rejection.
On the same day (24/12/2025) a new Parking charge notice with the same reference number was issued to her by post and received several days later.
I have been preparing POPLA appeal as keeper, with my wife's statement to support it. Can I appeal to POPLA?
As POPLA code was issued to her, does she need to appeal rather than me?
Rather than re-writing the appeal as from her, It would probably be easier to send from me with statement from her that she authorises me to make the appeal on her behalf.
Thoughts?
Have read newbies thread and am trying to make sense of it etc.
I will add scans of redacted NTK PCN claiming PoFA, reminder PCN (to me) and PCN to her (as soon as I can work out method).
Not sure what was appealed to Parkingeye but I am confident she did not self identify as driver in the appeal.
I do not have dashcam to show our car in the car park, or GPS track of car or GPS tracker of us walking to / from car.
The best evidence of where we parked would seem to be records of our steps and distances walked with times for start and end of each period of walking as recorded in our 'health' apps. These support where I claim we walked i.e. car park to plaza (which is where the drop off is located) then to MRI reception (via Scanner unit), then my wife from reception to MRI and back while I waited, then from MRI reception to coffee shop near plaza and finally back to car park.
I have receipt for drinks purchased at coffee shop.
The records also support that we were driving (or at least not walking) several minutes after the first Parkingeye photo and a couple of minutes before the second.
I think we need to go to town on the health record data.
Will add more soon I hope.
Plan A - complaint to PALS has not helped.

She definitely must appeal if everything is in her name
PALS should be more accommodating, so go above them and she complains to the CEO of the trust , also complaining about it to her local MP too

Complain again to PALS, and copy in the head of the hospital trust/CEO, and ParkingEye.
State that the car was not parked in the drop off area, but passed the ANPR scamera twice as you explained in your initial post. Warn all concerned that since the keeper's personal data has been unlawfully obtained and processed, this being a GDPR and DPA breach, you retain the right to instigate court proceedings against the hospital as principle, and ParkingEye as their sub-contractor for which the hospital is jointly and severally liable.
Also advise them that proof of financial loss is not required for data breach court claims.
Also complain to the DVLA and the DVLA KADOE team, and the keeper's MP.

The complaints to the DVLA, hospital, and PakingEye could all be in the form of a Letter before Action giving them 30 days to cancel or the keeper will issue a claim for £250 for data breaches. The keeper then has six years to issue a claim.
Everything must be done in the keeper's name. It doesn't matter at this stage whether or not you have proof of a double dip. That can be organised at a later date.

In the opening post you write that YOU received a NTK but your wife appealed. Who is the registered keeper, you or your wife and whose name was on the NTK? That is the person who appeals or defends a court claim (if it comes to that) and that is assuming you/your wife has exhausted Plan A - PALS as advised above.2

Why on earth did she appeal instead of you, the recipient of the NTK? Thanks for all your help. I am pleased to report that my wife’s appeal was sent to popla and was successful or at least the PCN was cancelled by parkingeye. Confirmed by POPLA.
