Parking ticket issued by Civil Enforcement

Hi,
I received a Parking charge notice as i forgot to register my car in the gym car park after staying longer than 2 hours.
I have asked the gym to help me get the PCN cancelled but they refused. Unfortunately there is adequate signage that states that cars must be registered if staying longer than 2 hours. I stayed for 2 hours and 32 minutes. The only excuse I can think of is that in the gymnastics area where I was watching my daughter there is no facility to register the car. this is only available at the main reception. They issued the PCN on 7th Feb and the incident happened on the 22nd Dec. Does the 14 days rule apply in my case? any ideas if I have any reasonable grounds for appeal? thanks for any help

If it failed to comply with Pofa then there is no keeper liability So appeal as keeper

thanks for your reply. Can i just check that my understanding is correct. the PCN was issued by post, incident caught by ANPR therefore notice to keeper should have been served within 14days of the incident? is that what PoFA is referring to? Stupid question but it's not obvious to me. How do I know if I received Notice to Keeper? is it simply the fact that the incident is caught by ANPR therefore they can't issue notice to driver as they don't know who the driver is?

Your first postal PCN is a notice to keeper , assuming that your are the registered keeper, not a hirer or similar

thanks. I have looked at the Newbies thread and saw there Civil Enforcement issues 2 types of PCN. One that states Parking Charge Notice (PCN) and under it Notice to Keeper and the other just says Parking Charge Notice (PCN). The latter is the version I received. Does it make any difference? on the thread it said version 1 if PoFA version 2 is non-PoFA... I am confused

Perhaps the first one went missing or similar, in which case your letter may say reminder
You can see and check your paperwork, knowing what you received is half the battle, check dates etc carefully1 -
Just appeal AS KEEPER, using the usual non-POFA wording seen in any Smart Parking thread (yes I know yours isn't Smart Parking, that's not the point).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
