LBRUT Council Parking Fine

Hello.  I'm new here and can only find where to post regarding private car parks.  I have a PCN from a Richmond Upon Thames car park - I parked in what I thought was a disabled bay and displayed the blue badge, but it was a gap next to a  Disabled Bay.  I have only just got the Blue Badge recently. Is it worth appealing please?  Where should I be posting this? tia
