Ground floor flat

I live in a ground floor flat and they is one flat above me we can hear them walking about very heavy on the floor can I get the housing to soundproof the floor it is only 3 years old

Who are "the housing"? Is this a social landlord (and the same one for both you and upstairs)?0

I am guessing that this is a housing association flat.
Given that it was built after 2003, there are minimum standards for soundproofing. However, it is quite complicated:

But, both of those assume that 'the housing' means 'housing association'. If it doesn't: ignore.
