First of all the company is Smart Parking...who is claiming the keeper has parked unlawfully on private land only reserved for permit holders ( there was permit spaces ) however, because the vehicle suffered from a mechanical breakdown ( over heated ) it actually pulled up away from spaces across from the permit spaces and next to some trees/ bushes where no signs were to be seen and was only there for 20/25 mins whilst it waited for it to cool and pop water in
It was in the longwood retail park
Newtownabbey BT37 9UF
It does say abbey trading estate too.
Also says date of contravention is 28/8/24 first letter received 12/9/24.
Are the laws same in Northern Ireland as England ?
Thanks .

The Environment Agency has no authority to issue Traffic Orders, that power rests with local councils or relevent highway authority, so their land is private property where fines cannot be issued for parking. They can use a PPC, the same as any other private car park.2

Roads are maintained by a government department.
Councils are responsible for bin collections
Planning permission
Dog licences issuing fines for dog fouling.
If they want any additional powers needs government approval.
