2 Council homes & getting married?

Me and my partner just got engaged.
Now, wedding plans will be a couple of years away yet but one of the things that could make an impact on the when is our current living situations.

i love one side of the city in a 2 bed council flat with my 3 teen (two adult but studying) daughters.

she lives the other side of the city in a 2 bedroom council flat with her son and 2 dogs. 

I’m overcrowded by 1 and by my towns rules am not qualified to be moved until my 2nd adult daughter is 21 (she’s 18)

my fiancée wants to move closer to me. 
She can’t move in with me because I don’t have space for her son and dogs. I’ve been told she has to live in the area for 2 years to be considered a resident. 

My question is - would us being married change anything? I’m guessing not but I wanted to know for sure

    What do BOTH tenancies say about that question - can't read them from here..

    Appreciate they are both council tenancies (presumably same council??) - but there are different council tenancy types.. Humbly suggest you read both, carefully,,,,

    Which country (e.g. NI Wales... ??) - law & council tenancies vary by country...

    If you're both under the same council you might find they'll let 1 of you go on the exchange scheme but to get a large enough place for all of you, swapping 1 property and giving the other 1 back to the council. A friend of mine did that but that was about 14 years ago so can't be sure it'll still happen.

    Both secure tenancies in England, but in different London Boroughs so different councils.
