A friend is taking a ferry over to Rotterdam and just wondering are the multi storey all barrier controlled or not..... (if anyone knows) maybe better on another forum

Assuming I'm looking at the right multi storey car park then from the Google Street View image (taken in 2019 so you might want more recent confirmation) that there are entrance and exit barriers.0

Assuming he's quite happy to pay for his parking, does it make a big difference as to whether they're barrier controlled or not?
Barriers add nothing to vehicle security, while we should assume that all have effective payment enforcement.0 -
