There's no obligation to sign a new tenancy agreement as the periodic tenancy you have is legally valid. Politely tell the LL/agent that you do not require a new fixed term contract as you are happy to continue on the periodic tenancy you currently enjoy.
If the LL wants to increase the rent on your current tenancy, then there is a separate process involving S13 as outlined above. Given they haven't issued it yet, it's likely you will be moved out before any rent increase would be due to take effect anyway.1 -
Sounds very much to me like they're trying to prompt you to give notice and leave rather than going through the palaver of s21. If you've been on a periodic for so long, doubling the rent and offering a new 12 months fixed term seems odd otherwise.0

Simply respond to thank them for the offer and state that you are not agreeable to the new fixed term rental that has been offered and you will be remaining at the property under the current SPT which continues on current terms.2
