I live on a similar estate and also pay about the same for the management fees though ours also includes the maintenance of a playground as well. Its not just cutting a bit of grass, there is usually insurances, health & safety checks, tree checks (we have huge old oak trees that have to be assessed and maintained) is a thing for us though may not be for all estates.

The 'no ball games' rule though might be worth looking into. Who decided this? Is it written in the paperwork you signed? If not, it might be something that an over-eager resident put in place. We have a large green space next to the playground on our estate and one resident who overlooks the green space tried to insist on no ball games or children on the green space. They put up signs etc and shouted at any child who dared play there and in the end a few residents had to go and have a conversation.
