Thanks, I have removed those from the tread.

Do the photos of the car entering the adopted road prior to going in and actually parking in the car park represent a lack of evidence also?

Please find draft 1 below. I removed
    1. Lack of evidence of Landowner Authority
As I wasn't sure if it's relevant to mine, but can add back in?
You always include a challenge re landowner authority. Photos of a car going in and out are normal and are considered sufficient evidence of likely parking, unless evidence exists to the contrary.
Thank you, CM. As always, you're a legend. I have updated the drafts above. I'm happy with these, will wait for feedback before sending off.

One more thing, is it possible Horizon have other evidence, such as photos of where in the car park the driver was that they could bring out later?

The only ones on the website were as per the NTK, just the entry / exit photos on the road outside the threshold?

There does not seem to be an option to contact them on their website other than to make an appeal which I've already done and had rejected.

Nope, that is definitely all they have. Horizon operate with just ANPR cameras at the entrance/exit and only capture 2 images.

Probably didn't need to go and get such thorough evidence, as it was appeal was withdrawn immediately. as per the others on  Horizon 28 days error POPLA Appeal 2025.

    https://forums.moneysavingexpert.com/discussion/6576444/horizon-28-days-error-popla-appeal-2025/p1

Submitted yesterday (16/02) and appeal withdrawn first thing today (17/2).

Thanks to all for advice / support.

The operator has contacted us and told us that they have withdrawn your appeal.

If you have already paid your parking charge, this is the reason your appeal will have been withdrawn. Unfortunately, you cannot pay your parking charge and appeal, which means that POPLA’s involvement in your appeal has ended. You will not be able to request a refund of the amount paid in order to resubmit your appeal to us.

If you have not paid your parking charge, the operator has reviewed your appeal and chosen to cancel the parking charge. As the operator has withdrawn your appeal, POPLA’s involvement has now ended and you do not need to take any further action.

    Kind regards

    POPLA Team

Your timing was lucky because Horizon have now created a POFA NTK. Seen it this month!

  • I assumed they would given how badly they're getting hammered on it.

Although I still think if you look at my photos, the signage is insufficient.
