Neighbour rubbish issue

Hi,

I am based in Scotland where our general waste only gets emptied every 4 weeks. My next door neighbour has two bins (one their friend wheeled from their house) so they already have an extra bin. Our bins only got emptied 2 weeks ago and both their bins are overflowing. Their rubbish has blown into my garden for days now and I've picked it up. They have moved their bins to the front garden next to the fence which My car is parked in my drive. Their rubbish is then coming out and hitting my car. They are council tenants, i own my home. I have tried to knock their door to speak but she never answers. The stuff in the bins is all recycling such as plastic and cardboard or takeaways. It stinks. 

Any advice on what to do?

    I don't know the rules for Scotland, but in England you can only report certain things through the council online portal; rubbish is one of them.  Also take pictures in case you need them

    Two issues - well, three...
    Is where they leave the bins an allocated bin space, or is it purely your land?
    The other is that it overflows and that's an environmental issue. The third is that they don't recycle - how firm is the council on this?

    There bins are on their land in the front garden. Unfortunately our council hasn't got environmental health for non businesses anymore. 

    Council is really firm they won't take the bins if they are overflowing and when it's open with recycling they leave a notice saying we won't empty. 

    I put a note through their door but they just moved bin down a bit

    They should have, it is a statutory service like education and highways.

    But anyway, people persistently not recycling and presenting overfilled bins for collection is an issue for the waste/recycling team rather than environmental health.

    There is a family I used to live opposite that alway had and still have overflowing bins. 20yrs and counting.
    You see it here and there.

    It's unfortunate for you but at least they did move them that's a start.

    I'd pick up what is in your garden put it in a bag and leave it on their side. Or just put it in yours for the time being for a bit of peace.
