Every law and regulation about landlord behaviour came into effect because some landlords wouldn't do it otherwise.So some landlords would be even worse if allowed.2 -

if they leave on the last day of the fixed term they are under no obligation to serve you a notice. They would only need to serve the relevant notice should they go over the fixed term by one hence triggering the periodic tenancy clause. In this instance they plan to leave 21 days before the fixed term ends as is their right and you get your house back earlier than you anticipated. Looks like a win win1
