Substitute Executor

My sister has sadly passed away. I am the third substitute executor. The first two named executors are sadly not able to act so it is left to me.  There is no probate needed.
Do the first two executors need to renounce in writing, if so do they need to complete a form or just do it in the form of a letter and does it have to be witnessed, or do I just act as the executor.

If you are a named executor on the will I think you just do it
Both my sister and I were named on my dad's will, she did absolutely nothing and I did everything

If you don't need probate then no-one needs to renounce - just administer the estate
