PCN for parking on Double Yellow lines not laid down by Council

I was issued a PCN by Manchester City Council for parking on double yellow lines outside my son's house. He had moved into the house only 3 months before and there were no yellow lines of any description until a couple of days before the notice was issued. In the same week a consultation notice appeared on the lamp-posts of the street and the Builder of flats nearby admitted they had jumped the gun and put lines down themselves in anticipation the decision.
I argued with the council parking department asking them when the marking was approved and. they directed me to freedom of information site that is as clear as mud to me. Subsequently the consultation resulted in a change of policy once all building work was completed in the area but existing yellow lines would be retained. This was well after the PCN was issued on yellow lines that I can find nowhere to have been approved and the council have consistently refused to confirm where or when the approval was made and I am now in the position of facing a court case to find out what should have been any easy resolve with co-operation from the council.
The reason I need to park there is that my son requires lots of support from me suffering from fibromyalgia and autism but it appears I cannot park outside his house on a cul-de-sac street whilst he has his car on the only off-road parking space.
AFTER THIS LONG DESCRIPTION OF MY SITUATION I WONDERED IF ANYONE COULD HELP ME FIND OUT WHERE I CAN OBTAIN INFORMATION OF HOW AND WHEN COUCILS OBTAIN THE ORDER FOR THE IMPLEMENTATION OF PUTTING DOWN PARKING RESTRICTIONS ON A STREET.

This isn't really the right place to post, the Parking Tickets sub board of the Motoring board is the best place to get some help, although this is quite an unusual situation so it may be that you'll get redirected elsewhere.0

Do a Freedom of Information request asking for a copy of the Traffic Regulation Order relating to double yellow lines for the street concerned. If the order is after the ticket was issued the Council did not have authority to issue tickets and no payment is due.

MSE's parking tickets board mentioned earlier tends to concentrate on private parking tickets.
For council tickets you would be better taking this over to our friends on the FTLA forum...
