If your registration has been cloned, it might be worth applying the DVLA to get a new reg for your car, otherwise this could keep on happening. Not sure of the exact process, but they'll need some evidence/persuading.
Meanwhile, there may be a marker in the PNC against your number plate. So be prepared to be pulled over and carry your documentation with you to save any hassle with police should this happen.1 -

Also, if you have a private plate it is less likely to be cloned apparently.
it looks like this has been going on for a while. This post is from 2019.
I am not sure is if the police find the cloned plates and culprit, whether they remove the registration from the database? Wishful thinking but I suspect not.1 -
If not then insist that the DVLA's data complaints team place a warning flag on your vehicle records that it's VRM has been used on a cloned vehicle which is (make/model).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
