I thought this would just be a granny charger in the garage rather than dedicated 7KW charger. Even if it is restricted to 3.5kW this a serious breach of the electrical wiring regs. I would think that there is also a strong chance they have not bothered too much about PEN fault mitigation,
This was either a DIY job or a cowboy electrician.2 -

It seems as though the OP received an answer but not necessarily the answer they wanted.
It would be nice if the forum had some way of preventing these "delete the question" events as people have given of their time to think around the situation and try to provide honest comment. I suspect the OP won't return to update on an outcome...2 -
