Parking Fine from APCOA - Appeal declined, need help to appeal to POPLA

Hi, 

I was wondering if anyone can help me word my appeal to POPLA? 

My husband has been parking in the carpark at the train station for years. He always forgets to pay in the morning but they have signs everywhere in the car park stating you can pay within 24hrs of parking. He has always used the app rather then the website. Mid November the app changed, he continued paying late in the day but within 24hrs. There was no notification stating that you have to use the 'late pay' button on the website and there is NO late pay option on the app. 

Anyway we now have 6 parking fines that have been declined on appeal from APCOA. One that we never received from mid November and has gone to the debt collectors and another 4 tickets where he paid on the day but later in the day so it will be the wrong amount from the 17th Dec to the 21st Jan which I'm expecting fines for!

How can I appeal all of these as they will amount to over £1000 if we have to pay them all and we do not have this money! 

I really appreciate your help.

    Ignore them all.  Thy will time out in 6 months from the event, and nothing will happen.  

    Did he appeal as admitted driver? Why?

    yes he appealed confirming he'd paid, albeit not the correct amount. they declined the appeal. We now need to go to Popla to appeal. 

    We have one fine that we didn't receive a letter for which has now gone to debt collectors...they are threatening to go to court!

    Are you sure that i actually says that?
    Debt collectors cannot take these to court.

    Ignore everything. Nothing will happen. A debt collector can certainly not do anything and neither can APCOA because their Penalty Notices (PN) are fake. A PN can ONLY be addressed through statutory enforcement mechanisms, not the county court and APCOA cannot prosecute in the magistrates court. Even if they could and they were successful, they would not receive a penny of any penalty. But they can't and they won't.

    Ignore everything!

    But why did he appeal like that?  That's not how to appeal.  I don't understand. These cases are winnable with one email.

    You are NOT going to try POPLA. 

    This is worrying (the replies so far suggest that you are believing what the scammers write about a made up 'next stage' and aren't following the NEWBIES thread guidance).

    As for the other one - good - court is what you want. Sounds like you need to read the NEWBIES thread paragraph 4 again.
