Neighbour Dispute Question on House Sale Declaration

I’m a first-time seller so I have no experience of what is provided in the buyer pack. I know there is a question about neighbour disputes but what constitutes a ‘dispute’?
I intend to be as transparent as possible but at the same I obviously don’t want to deter buyers.
I’ve spoken directly with the neighbour about their noise (we were not argumentative towards each other, it was all very civil) and more recently I’ve had to tell the local council about their rubbish that they just piled on the pavement when there are wheelie bins supplied (which might be full already but for some reason the bin men did not empty them, I’m assuming they’re not putting the right rubbish/recycling in the correct bins so they just resort piling it instead).
Are these considered disputes?
Because I am sure I read somewhere that when you complain about a neighbour, that record is put against your property also. Is that true?

Might be just me but I would say there's no dispute if you talk to each other in a civil fashion and it's not a prolonged problem. I had neighbours that I needed to ask that they not do a number of things, don't lean their child's trampoline against our new fence, don't do any noisy DIY at 10 pm on a Saturday evening. It was all done nicely and I think they just didn't realise that what they were doing would bother someone.
I agree that when you have to get the council to resolve something then it's trickier. But if it was a one off then it's not a dispute. I doubt that ever in the history of that form has anyone ever put down that they have a dispute with their neighbours about noise.
Then when someone buys it they will usually sell as soon as they can get away with it and also pretend no dispute.
Oh and your post absolutely is not something that would be mentioned. A few 'can you keep the noise down' and some messy bins is just life in a UK town.

Our neighbour damaged our septic tank soakaway, and would not allow us access to his garden to check.
I had to declare our dispute as I had to go to a solicitor.
