CCJ Letter Guidance

Hi all. I have been reading the newbies thread but cannot find guidance matching a letter I have received this morning. There were some similar letters within the thread, but my letter has some slight differences (i.e. there is guidance for unpaid parking charges whereas my letter is for an unpaid county court judgement) so I would appreciate some further peace of mind where possible. I have attached my letter below.

For context, I received a PCN in September 2019 for parking in a 30-minute TESCO express car park for 37 minutes. I was a penny less student at the time and having read forums with advice to ignore the letter I was relieved that I may be able to avoid paying. My letter today is the first time I have been contacted in over a year, and having had a rescan of updated forums I have seen conflicting advice that I should have paid the original charge. Could anyone please advise with this matter? Many thanks in advance.

contact the CNBC in Northampton with the claim reference and see what date it was issued, the name of the claimant and solicitors, plus which address it was posted to ? (presumably an old address ? )
ask them to email a copy of the POC over to you as well
missing paperwork is usually due to moving and not updating your address promptly, so check your V5c and driving licence are currently correct too
then check the second post in the newbies sticky thread in announcements, second post, about set asides
which parking company did you ignore ?1 -
You have not seen any conflicting advice here, nobody would ever have said that you should have paid the original charge!
What has happened is you moved house and didn't tell the parking firm, so they sent a Court Claim to your old address deliberately, then magically traced your new address after. That's not allowed under the Code of Practice but it means you now have the headache of setting aside the CCJ.
See the NEWBIES thread second post on how to do that. There is a CCJ set aside section that includes an email to send very quickly first, accusing the Claimant of failing to check for your address until AFTER getting a CCJ..

Get the Particulars of Claim emailed to you by the CNBC if you cannot collect the Claim form from the old address.
The CCJ is not £267. DCB Ltd lied.
It's £197.

The industry cannot add £95 to pursue a £70 PCN... you need to ask DCB for a breakdown (add it to the suggested email).
This will cost a £303 court fee up front but you'll almost certainly get that awarded back (ParkingEye to pay it).

Please come back to us for help with your N244 application. Do not delay it at all.
And please re-post the letter but cover up your data and the employee's name, and refs, etc, as the Forum Team removed your picture. We need to see it again because DCB Ltd are demanding more than the CCJ sum, and have added £70 despite the fact that ParkingEye had already added £20.PRIVATE 'PCN'? Hi there. Newbie here.
Can I jump on the back of this thread otherwise please advice on how to navigate here.
I went to check my credit score last week and found there was a CCJ on my file since 10/03/25. It turned out it was for a parking fine £291. I contacted gladstone and they sent me an evidence pack. It has my old address on it so it explains why I never knew about it. Fine was issued on 15th of Jan 24. Some time before that I moved houses and had to change the address on my V5, my new V5 date is exactly 15/04/24 so I imagine when they acquired owner details from DVLA it was not yet updated on system. Also couple weeks later I parked in the same spot and also got fined but this time I got fine through the post so paid it when started getting harassed by Gladstone (I saw some boards about not parking there but chanced it...).
What I think happened was that Gladstone must've been sending letters for 2 different fines to both new and old address at the same time.
Reading some posts here it looks like I need to fill N244 and send it to court to set CCJ aside. Can I just explain the situation in N244 as I have just done above or do I need to get a solicitor to word it correctly with all the fancy references to laws and regulations? What steps should I take now?
Also can I ask them to let me pay £60 (what they offered if paid in 14 days) or at least £100 (after 14 days) rather than £291 or maybe not having to pay this at all anymore? What are the chances to get £313 back for N244 submission.
