Address wrong on grid - liability?

Messaging on behalf of family member who is losing sleep over this.
They moved into a flat (old tenement) approx 10 years ago. Said landlord changed bills into their name. Paid bills for a few years until they received a ‘sorry you’re leaving’ letter. They phoned energy company to query this who weren’t much use, couldn’t find address, said landlord must’ve changed it etc etc so just left it and assumed landlord had done it and the bills were included in the rent as they had quite an informal arrangement.

Family member admittedly just didn’t pursue it(!), didn’t receive any further bills or communication. Over the years only spoke to landlord who lived in another part of the country about anything major re the flat but never discussed any bills.
Family member is considering moving out later in the year and has said this has always been at the back of their mind in case the landlord hasn’t been paying and it’ll come back on him.
He checked the find my supplier and the address isn’t listed, it’s all funny variations of the address. Say he lives at 44/4 and what’s showing is 44/1 RF, 44/1 2C etc. The flat has had tenants before him though so how could this have happened?
Legally, what would happen to him? Any help appreciated (other than the obvious like he should’ve sorted it before now!).

One of my neighbours seems to have the same thing happen as there's a second meter listed at my address. British Gas want me to go and find their meter and call them with the occupier. I've told British Gas it's their job to find their meter and they say they can't so I presume the person will never have to pay anything.
