NCP and trace debt recovery

New to MSE and have read newbie page. 
Recently parked in NCP car park, pay as you leave using car reg. When it came to leaving, both machines out of order, usual for this car park. Tried to pay using app but that only allows you to pay in the future, not for what you have used. 
Received paperwork from NCP which was appealed using screen shots of machine out of order. No acknowledgment from NCP. 
Next letter from NCP stating I had ignored letter and fine had increased, resent appeal paperwork - no  acknowledgement from NCP.
now have the threatening letter from trace.
do I still ignore trace?

    It is not a fine.

    Debt collectors are powerless and can safely be ignored. Do not ignore a letter of/before claim or a court claim.

    Plan A is always a complaint to the landowner and your MP. 

    Also complain to NCP that your appeal has been ignored. If they fail to deal with your complaint properly, then complain to the BPA.

    Please also sign this petition and get all your friends and family to do the same.

    Check your junk email for an email from NCP re your appeal outcome. If none complain to NCP.

    Ignore debt agencies as per post 4 in NEWBIES thread.

    thank you, only email I’ve had from NCP was acknowledging my appeal. Nothing since, will chase them again tonight!

    Tell them you need copy of email they sent showing header details with date and time. Say you will escalate the complaint to the BPA if they fail to respond.
