Stuck in RIBA Stage 4 - move on or keep refining?

We’re stuck at RIBA Stage 4, with each iteration taking a month. We review documents, give feedback, but only about 10% is implemented—the rest stays the same. This has been going on for four months.
How important is it to get everything right at this stage? Should we just move on and start talking to builders?

Depends what you are looking to build i suspect
At work some people get quite excited about the quality of the design at that stage but it is for a cancer hospital1
