parked for at least 7 minutes without a parking session in place

I got a parking ticket for parking on street. I paid but not before a rapacious traffic warden slapped a ticket on after 'observing' my vehicle for 5 minutes. I appealed to the council (they said it was an informal representation) but they said the PCN was correctly issued...

I know you get 10 minutes grace period after your ticket expire but what is the grace period to purchase a ticket? Is it worth appealing to Parking Adjudicator?

    I don't know if it's a good reason but it took me some time to get my two kids (4 and 1) out of the car, cross the road, and go into a shop so I could use the WiFi to purchase ticket.
