Thanks everyone.   I used Coupon-Mad's line of argument, that I wasn't parked just unloading.  Although the Council rejected this, they did also waive the penalty as it was my first "offence".

    Happy Days!

Well done with that, you need to really get up to speed these days with parking rules and laws especially private parking rules which are crafted to catch you out (profit over fairness).
The blue badge scheme is not applicable to private car parks e.g. Tesco, so the same rules do not apply, private parking companies use the BB scheme as an indicator but will not be anywhere as lenient if their rules are broken you would have a bigger fight with them.

Good - but I didn't say to state you were 'unloading'. As I said, that IS NOT exempt so this is the opposite of my advice.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The insistence that the clock be used with a badge could be problematic in some areas - the clock has a 3 hour limit displayed on it, but some car parks (albeit getting rarer) allow more. Until recently a local retail park allowed 4 hours.

Anyway, glad that the penalty has been waived in this case.

OP hopefully you've made yourself and your wife aware of the rules for the use of the badge now, which are in the link I posted up thread and below.
