SABA - Notice of Parking Charge - Cockfosters TFL Tube Car Park

Hi you lovely people,
I did read the newbies thread first, but am still a little confused and want to be clear how to proceed, Sorry!
Paid for parking at Cockfosters Tube TFL station car park, but when i got back to my vehicle after a trip into london found the dreaded yellow envelope on my windscreen.
It says its a (SABA) Notice of Parking Charge (NoPC) for failing to obtain a valid staff permit.
Seems that the part of the car park i had parked in was for staff only and i shouldn't have parked there, maybe my mistake, but the car park was full and thought this would be ok, but apparently not. I really can't afford to pay this £100 (or £60 14 days) charge, seems like a scam to me.
So do i just ignore this and do nothing and it will go away after 6 months?
I haven't done anything as yet. No contact.
In the newbies thread it used the word SABA 'Penalty' is that the same thing as notice of parking charge. I think the car park is owned by TFL.
Any advice much appreciated. TIA

Don't ignore it, but don't appeal yet. As above, please show us what you have received. Ensure you redact all personal data including VRM, PCN number etcetera, but leave dates showing.I married my cousin. This tells us the car park is subject to TfL Byelaws:-

That in turn means that there is no way they can transfer any driver's liability to the keeper so do not give away the driver's identity.2 -
If it says "Penalty" on it, then it is fake and an attempt to extort money from you by using language that is unlawful.
Penalty Notices can ONLY be addressed through statutory enforcement mechanisms. If they are attempting, in any way, to offer a way out of enforcement by accepting a payment to their own bank account then that is illegal.
SABA cannot conflate a statutory penalty with a civil procedure remedy. Sadly, many tens of thousands of low-hanging fruit on the gullible tree fall for this scam every year and help SABA to profit very nicely, thank you.

See photo attached for a copy of my parking charge they left on my windscreen yesterday.
But i also noticed it says Seen: 24/01/2025 at 15:43 on the ticket.
Although the incident happened yesterday? (02/02/25)
And it says issued yesterday 02/02/2025
So don't know why there are two different dates?
So should i just ignore for 6 months or appeal, whats my next step please?0 -
Are you the keeper and is the address on the V5C up to date, so you are sure the NTK will come to you?
If yes, wait for the NTK then appeal as keeper.
You will never pay this.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

So, it is not a Penalty Notice. It is a Parking Charge Notice (PCN) Notice to Driver (NtD). Nothing will come of this as already pointed out by @Coupon-mad as long as the unknown (to SABA) drivers identity is not revealed. There is no legal obligation on the known (to SABA once they request DVLA data) Keeper to identify the unknown driver to an unregulated private parking company. Don't tell 'em your name Pike.2
