Who is applying for a passport?

The birth certificate of the applicant should match the information provided on the online application.

Depends on your birth circumstances but often you just need the passport number of either parent's UK passport rather than your mother's birth cert (if they have them).

I would think the birth certificate is the one to use.
During Covid lockdown I did a lot of family genealogy research and noticed that spelling inconsistencies are not uncommon with offical documents in birth/marriage/death registers, especially the further back you look - errors in transcribing information in longhand.

If your mother has a passport you don’t need to submit her birth certificate.  It doesn’t matter if her passport has expired.  Is the name on her passport the same as the name on your birth certificate? If not get her to write n explanation for the difference in spelling
